The uncontrolled placement of newsracks in and about the public rights-of-way in the County’s unincorporated area presents an inconvenience and danger to the safety, health and welfare of persons using such rights-of-way, including but not limited to pedestrians, persons entering and leaving vehicles and buildings, and persons performing essential utility, traffic control, and emergency services.

County-controlled placement and monitoring of newsracks in the unincorporated area provides for and maintains the freedom of speech and press for newspapers and other periodicals using such dispensing devises for distribution purposes.
